FAA Reviewing Micro UAS Report   

The Federal Aviation Administration (FAA) is currently reviewing the report and recommendations of the Micro Unmanned Aircraft Systems (UAS) Aviation Rulemaking Committee. The agency had tasked the group to develop recommendations for performance-based regulations that would let certain unmanned aircraft operate over people not directly involved in the flight of the aircraft.

 

The rulemaking committee, which began meeting March 8, worked under a tight deadline of April 1 to deliver its report. The task force included a diverse set of aviation stakeholders, including UAS manufacturers, UAS operators, consensus standards organizations, researchers and academics.

 

"We commend the committee members for their sincere dedication and for producing a comprehensive report in such a short time," said FAA Administrator Michael Huerta. "This type of collaborative government and industry partnership is exactly what is needed to keep pace with this rapidly changing industry and will serve as a model for future rulemaking advisory tasks."

 

The ARC's consensus report recommends establishing four small UAS categories, defined primarily by risk of injury to people below the flight path. For each category, the group recommends assigning a potential risk linked to either weight or impact energy. The report also addresses operational restrictions and standards to minimize the risks associated with each category.

 

The FAA will use the information in the report to develop a flexible, performance-based proposed rule. The public will have an opportunity to comment on the proposal based on the ARC's recommendations.

25-years-ago  on Monday, April 4, a small plane was making its approach into Philadelphia International Airport when the pilot reported trouble with the landing gear. A helicopter pilot tried to take a closer look at the landing gear, and the plane and the helicopter collided.

FAA Announces Slot Changes at Newark Liberty International

April 1- The Federal Aviation Administration (FAA) announced today that it is opening up capacity at Newark Liberty International Airport (EWR) in time for the Winter 2016 scheduling season, a move that will increase access to the busiest airspace in the world.

 

Beginning on October 30, 2016, the FAA will designate EWR as a Level 2, schedule-facilitated airport under the International Air Transport Association (IATA) Worldwide Slot Guidelines. This will allow more efficient use of the airport terminal and runway capacity. Newark is currently designated as a Level 3, slot-controlled airport, which means that it is limited to 81 operations per hour.

 

The FAA placed temporary limits on scheduled operations at EWR in May of 2008 to mitigate congestion and delays at the airport. At that time, the agency was concerned about a spillover effect from the limited operations at John F. Kennedy International Airport (JFK) during the busy summer scheduling season.

 

The Port Authority is planning major runway reconstruction at JFK during 2017 and 2018, which will have an impact on overall runway capacity.  With timing of upcoming construction in mind, the FAA continues to analyze scheduled demand, operational performance and potential capacity changes at JFK, including those resulting during and after major airfield enhancements are complete.

 

"The significant improvements in on-time performance and delays at Newark allowed us to make these changes," said FAA Administrator Michael Huerta. "This change will improve access to some of the most in-demand airspace in the country and has the potential to provide more options for local consumers. We also recognize the demand for changes at JFK, and are open to considering capacity changes there when the planned runway construction is finished."

 

Starting this month, the FAA is inviting schedule submissions from carriers for the Winter 2016 season. Airlines will separately need to obtain terminal space, gates and other facility access from the Port Authority of New York and New Jersey, the EWR airport operator. The FAA will work closely with the Port Authority and airlines to help facilitate synchronization of airport facility access and runway times for proposed schedules.

 

The FAA expects to see numerous benefits as a result of this change at EWR, including the following:

 

  • More efficient use of existing airport terminal and runway capacity
  • Increased access to EWR and the New York City area markets
  • Market access and new entry for carriers and increased competition
  • Allows consideration of retiming of existing flights to improve service offerings or to meet airlines' operational or marketing needs
  • Creates potential for retiming some flights out of the late night and early morning hours, thus reducing noise during these times
  • More runway capacity available to carriers in cases previously denied under the current Level 3 slot controls.

 

Current analysis show significant improvements in on-time performance and delay metrics during peak periods of demand at EWR. For example, on-time gate arrivals at EWR have increased by about 11 percent when comparing May through August 2015 to the same period in 2007. On-time gate departures improved by approximately 3 percent. The mean arrival and departure delays are down by about 33 percent, and the delays greater than 60 minutes are down by 37 percent for arrivals and 38 percent for departures.

 

 

The FAA recently modeled the summer 2015 demand against summer 2015 runway capacity and then compared the results to the delay profile that was the basis for the 2008 Order. Operations in 2015 were down by 8 percent, total minutes of arrival delays went from 16,100 to 10,100 for a 37 percent decrease, mean arrival delays decreased from 24.0 minutes to 16.3 minutes, and mean departure delays from 18.0 minutes to 14.2 minutes.

 

 

The FAA determined that this change in designation at EWR will not cause a significant impact to noise and air emissions.  A copy of the Notice involving Newark's designation will be placed in Docket FAA-2008-0221.

The United States has the largest and most diverse GA community in the world and we are all working together to put the right technologies, regulations, and education initiatives in place to improve safety. While the fatal accident rate is beginning to decline, too many lives are still being lost. Last year, 384 people died in 238 general aviation accidents. While we still have more work to do, the GA Joint Steering Committee's work on voluntary safety measures is making a difference. There's also no question that ADS-B is one of NextGen's most important safety technologies, and we're continuing to work closely with the Equip 2020  team to get it into more general aviation aircraft.

 

We've also made considerable progress on regulations that will enhance general aviation safety with our recent proposed Part 23 rule that will help us decrease the time it takes to get safety-enhancing technologies for small airplanes to the marketplace. Loss of Control remains our greatest concern. Through the Fly Safe education campaign we've had 35 million impressions on social media platforms.

FAA Expands Online Small Unmanned Aircraft Registration

Thursday, March 31 – Starting today, owners of small unmanned aircraft systems (UAS) used for commercial, public and other non-model aircraft operations will be able to use the FAA's new, streamlined, web-based registration process to register their aircraft. The web-based process will significantly speed up registration for a variety of commercial, public use and other users. Registration for those users is $5, the same low fee that model aircraft owners pay.

 

"Registration is an important tool to help us educate aircraft owners and safely integrate this exciting new technology into the same airspace as other aircraft operations," said FAA Administrator Michael Huerta.

 

All owners of small UAS used for purposes other than as model aircraft must currently obtain a 333 exemption, a public certificate of authorization or other FAA authorization to legally operate, in addition to registering their aircraft. Before today, the FAA required all non-hobby unmanned aircraft owners to register their aircraft with the FAA's legacy aircraft registry in Oklahoma City, OK.

 

Those owners who already have registered in the legacy system do not have to re-register in the new system. However, the FAA is encouraging new owners who are registering for the first time to use the new, web-based registration system. Owners who register under the new system can easily access the records for all of the aircraft they have registered by logging into their on-line account. Small UAS owners who have registered under the web-based system who intend to use their aircraft for purposes other than as model aircraft will also need to re-register to provide aircraft specific information.

 

The FAA first opened up the web-based registration for model unmanned aircraft owners on Dec. 21, 2015. The agency is expanding that existing website to accommodate owners of aircraft used for purposes other than model aircraft. This registration process includes additional information on the manufacturer, model and serial number, in addition to the owner's physical and email addresses. Like the model aircraft registration process, a certificate is good for three years, but each certificate covers only one aircraft.
